Does your size affect your RESTING heart rate?

In general, yes.

The smaller the animal the faster the heart rate. In humans one can see this relationship in the comparison of heart rate with age. Newborn infants typically have a resting heart rate between 100 and 160 per minute. This rate gradually falls as humans grow and it is not uncommon to see resting heart rates lower than 50 per minute in fit adult humans.

There is a complicated answer to this question: infants and children can only increase their cardiac output by increasing their heartrate. So in this population, heart rate will be higher and will be directly related to oxygen consumption or cardiac output. In adults, heart rate is also related to cardiac output, but an adult heart can increase cardiac output by increasing inotropy (force of contraction). And therefore, we will see adults who are in great physical shape who have lower resting heart rates than those who are not fit regardless of size. BTW, incresaed oxygen consumption can occur without exercise. There are many conditions where oxygen consumption increases but the body is at rest (fever, higher metabolism, etc.)

of course it does...however, if you're in great shape from exercising, your resting heart rate will be better than if you are a couch potato no matter your size...

Yes because your heart is pumping for your entire body. While the shape you are in will effect how strong the heart muscle- the stronger the less it needs to pump- when at rest you still need to get that blood flowing everywhere so it is logical to think that size proportions will have an effect on the heart rate even at rest.
